It' is more thank ok
First of all, it's a really useful tool, if you are just learning, or so you don't want to invest more money on an other, better and more expensive one.
The fact is given, that is not a professional tool, so it has noises near the real sound, which can be frustrating at a point, but you can almost manage out this disturbing side sound.

Worthy inner-tube
I am using the product for a few weeks only (~3weeks), but I haven't had any problem, while my other tube exploded already.
Yes, it seems a good tube until now.

For the basic safety (and low costed bikes) is ok
Until now as I am using and have used is good so far.
The material is raw enough to discourage people without accessories.
Its main weak-point is only the locker itself, because perhaps who knows the technique of breaking key's locker it will be an easy point.
