The bag is of quite good quality, however it is different to the one pictured. It has a zip and the label says the zip is 'water resistant' which means it is not fully waterproof.

Strong waterproof bag

Really happy with this bag. I bought it for some bikepacking as its cylindrical shape is perfect for fixing to the bike.
The bag is a thick waterproof material. The 20 litre volume is perfect for carrying all my extra gear (clothes, food, stove) that wont roll up and mount on the bike like the tent and roll mat will. It fits well onto the front bars with the aid of a few straps.
In the event of an accident, the bright colour would be a handy additional visual aid if required.
Only 1 worry is that the zip seems a little on the thin side. Looks like I would have to be careful when the bag is full not to put too much pressure through it.Read full review
