  Item was used, not new and had visible scratches and rust. Missing umbrella stand. Seller claimed that the "stand" was the lower section of the umbrella pole, but denied the umbrella was used and refused even a partial refund bc he overpaid on shipping and claimed I should have paid $200 on item (due to similar, overpriced items). This Seller has cancelled multiple sales where I was the winning bidder, claiming I had requested the purchase be cancelled. Why is eBay allowing this?
