A thought provoking book about the nature of government in a liberal democracy
This study of Boris Johnson’s premiership by Anthony Seldon and Raymond Newell is well researched with copious interviews with the chief participants. It covers the main history of the Johnson government: the Brexit deal and the Northern Ireland Protocol; the 2019 general election; the handling of the Covid pandemic; domestic and foreign policy; the relationship between the Prime Minister and the members of his cabinet, the top civil servants and his advisers; and the reasons for his subsequent downfall. In reading this book I kept asking myself a key question: if liberal democracy can bring to power a man like this and his entourage, is it fit for purpose? The authors depict a Prime Minister lacking all clear directive beyond his unwavering support for Ukraine against Russian aggression ... This study of Boris Johnson’s premiership by Anthony Seldon and Raymond Newell is well researched with copious interviews with the chief participants. In reading this book I kept asking myself a key question: if liberal democracy can bring to power a man like this and his entourage, is it fit for purpose? The authors depict a Prime Minister lacking all clear directive beyond his unwavering support for Ukraine against Russian aggression in 2022. Although he spoke of such government policies as “levelling up”, he had no specific idea of what this meant in practice or how it could be achieved and failed to articulate his wishes to his staff. Lacking the courage to upset people, he would make them promises which would never be fulfilled and frequently issued contradictory instructions. Briefing papers were not read by him and cabinet meetings discouraged discussion; in short, Johnson held cabinet government in contempt. He was unable to control his advisors who were for much of the time at war with one another, and he lacked any rallying cry around which to unite his party. The result was chaos on a massive scale. The authors tell of “confusion and poor policy development across Whitehall, compounded by a lack of internal discipline at No. 10 with no one believing any decision by the PM would stick, and too many with access to him driving their own agendas” (p. 461). The comment that William Gilding’s "Lord of the Flies" had been transported to Downing Street (p. 482) seems to be fully justified. In my view this book should be compulsory reading for all politicians seeking the highest office. "Johnson at 10" begins with a list of cabinet members, advisers, Members of Parliament and officials which I found very helpful as the dramatist personae contains a lengthy list of names. There are also some photographs. I would have appreciated either a list of acronyms (e.g. APRA) or explanations of the meaning of these terms in the index. My principal criticism is of the style of writing with its neglect of elementary rules of grammar. Throughout “who” is used for “whom” (e.g. “who he liked”, p. 280; “who Johnson trusted” p. 381; who Johnson didn’t spot”, p. 530). Gerunds are used incorrectly (e.g. “as a result of them raising the alarm”, p. 192; “despite Rabb giving him”, p. 212; “of him being killed”, p. 427). “Their” is surely a plural form, and yet it is frequently connected with singular nouns (e.g. p. 106). Latin terms are not italicised (e.g. de facto, p. 107) and “than any PM of this century” (p. 170) should read “than any other PM of this century”. “Quote” is used as a noun instead of “quotation” (p. 148; p. 292) and readers who dislike split infinitives are in danger of apoplexy in reading this tome. Sloppy writing is becoming the norm these days, and it is sad to find so many examples from authors of such academic calibre.
