Please advise me how I can get the Seller to send me a "NEW" WT130 battery or provide a refund

I find a much cheaper price for a Too Faced “waterproof” mascara so buy it. What arrives is not waterproof and I’m not convinced is an original product (packaging design errors, no batch number etc). After running round in circles, with the Seller, to get a refund, they then tell me to open a return case. Currently still waiting for a refund. Definitely won’t buy from them again 🤦🏼♀️
