I was in fact buying one bag for £14.99! The seller explained that this cost represents the overheads of delivering such an item though one of the parcel carriers These bags are £3.70 in Wickes and £2.38 in B&Q (out of stock) and so it wasn't entirely silly of me to be thinking that i was on to a bulk buy bargain.
