I used the scissors for about 5 minutes before they fell apart. I replaced the bolt with a stainless steel shoulder screw a quarter 20 wave washer and a shallow nylon nut. This resolved the problem! I wish I would have taken pictures before I repaired the scissors but here's the janky Hardware I took out of it and a photo after the repair.
