LED bulbs have much less current drain than the controller blast resister so the controller switches too quickly - at an illegal rate - so you have to increase the current drain of the bulbs to slow the system by putting a blast resister in parallel with the bulb. This is not needed with modern computer controlled turn signals. Tick - blast resistor, no tick - no blast resistor.
