eBay and PayPal are now separate companies, which means we are not part of the same group of companies anymore. You can be confident this doesn’t change our commitment to our customers. We're more excited than ever to bring you a seamless and enjoyable experience.

You can keep using PayPal on eBay just like you do today; that won’t change.

We’ll also continue to share some customer information between eBay and PayPal to provide you the same level of customer support and fraud detection you get today.

eBay and PayPal are now separate companies. Does this change anything for me?
We updated our user agreement to keep in place the same user experience as before. eBay will continue to work with PayPal for refunds, and holds—instructing PayPal to take appropriate action when needed. This is in line with how eBay and PayPal have worked together in the past.
Why did you update the eBay User Agreement?
We regularly review our user agreement to make sure it’s updated with our latest business practices and policies. Because eBay and PayPal are now separate companies, we’ve also made some updates to make sure the user experience and customer support don’t change for you.
What were the specific changes to the eBay User Agreement?
  • Fees, holds, returns & cancellations, and eBay Money Back Guarantee: We’ve clarified language (both in the User Agreement and eBay Money Back Guarantee policy) for when you choose to reimburse a buyer, for holding seller funds, placing charges on a seller invoice and/or charging a payment method on file, and removing funds in a buyer’s currency.
  • Other changes: We’ve made updates globally to describe policies for abuse of eBay services. We also updated various eBay company addresses.

In what instances will my personal information be shared between eBay and PayPal?

We may disclose your personal information to PayPal and its corporate family in order to:

  • Prevent, detect, mitigate, and investigate potentially illegal acts, fraud and/or security breaches, and to assess and manage risk, including to alert you if fraudulent activities have been detected on your eBay or PayPal accounts
  • Provide customer services, including to help service your account or resolve disputes (e.g., billing or transactional disputes)
  • Facilitate the processing of payment cards when you pay within our Services with a payment card and we use PayPal for payment processing
  • Facilitate shipping and related services for purchases you made using PayPal.
What are the specific changes to the eBay Privacy Notice?
  • eBay and PayPal data sharing: An entirely new sub-section under Disclosure to cover the authorised data sharing between eBay and PayPal.
  • Contacting users via electronic means: Additional language regarding our ability to contact users via email and on mobile devices—we have added/clarified some of the language in our Use and Retention section regarding our use of some personal information (emails, mobile phone numbers) to contact users.
  • Keep me signed in:  New language in Choice section to reflect the “Keep me signed in” feature which provides users more information on the ramifications/risks of deciding to stay signed in, and provides them information on how to make a choice.
  • New format changes:
    1. We’ve moved to a layered approach, with the Summary & Contents section serving as a short form notice, linking to more substance discussion in the body of the notice.
    2. We’ve added icons for the Section level headings
